With more than 30 years of experience in the IT industry, Ray has built a career rooted in deep expertise across network architecture, cybersecurity, and emerging technologies. A self-taught technologist and trusted advisor, he is known for translating complex technical challenges into clear, actionable strategies that drive meaningful outcomes.

Rick D. Robles

Mr. Rick D. Robles is the President and Owner of Robles Mortuaries, Inc. and Sunset Memorial Oaks Funeral Homes, proudly serving the communities of Del Rio, Brackettville, and New Braunfels, Texas. He is also the owner of Sunset Memorial Oaks Cemetery, Crematory, Monuments, extending his commitment to dignified, full-service care for families during their most difficult times. Born and raised in Del Rio, Texas, Mr. Robles grew up working alongside his father, Mr. Rudy C. Robles, at Rudy Robles Plumbing. Together, they expanded their family business legacy by securing the Culligan Water Franchise in 1984 and the Roto-Rooter Franchise in 1985, faithfully serving the Del Rio community until January 2016. In 1990, Mr. Robles graduated from the Commonwealth College of Funeral Service in Houston, Texas, earning an Associate Degree in Applied Service, the Scholastic Achievement Award, and served as Class Vice President. Alongside his father and brother, Mr. Robles co-founded Ramos & Robles, Inc in 1989. This partnership led to the founding of four Sunset Funeral Homes locations in El Paso, Texas. In 2004, Mr. Robles co-founded Sunset Memorial Oaks Funeral Homes and Cemetery in Del Rio. For the past 21 years, Sunset Memorial Oaks has been Del Rio’s most requested funeral home and strives to provide excellent care to the Del Rio community. Mr. Robles is the husband of Mrs. Lourdes F. Robles, Their children Mayra Vanessa Robles-Trevino, Cesar Trevino, Andrea Zapata, Daniel Trevino and the proud grandfather of eight beloved grandchildren.

Advanced Manufacturing Firm of the Year

Mona Helmy

Mona Helmy is the CEO of Helmy Plastic Manufacturing, a custom B2B manufacturing company she co-founded in 1988 with her late husband, Abe Helmy. Since taking the helm in 2009, she has led the company’s growth into a trusted provider of industrial design, CNC tooling, and plastic thermoforming solutions, serving industries from medical and aerospace to food, transportation, and technology. Under her leadership, Helmy Plastic Manufacturing has earned recognition for its innovation and community impact, with awards including the San Antonio Manufacturers Association Manufacturer of the Year and induction into the San Antonio Women’s Hall of Fame.

Beyond her business success, Mona is also the creative force behind Mona Helmy Art, where she shares her abstract works known for bold colors and expressive energy. Born in Syria and raised in the United States, she earned her BFA in Architecture from the University of Texas at San Antonio, shaping both her entrepreneurial and artistic journey. Deeply engaged in her community, Mona has served on numerous boards, mentored women leaders, and continues to inspire through her art, leadership, and dedication to her family.

Presented to an individual or organization proving outstanding commitment, and leadership to the business community.

Sheena Little

Ms. Sheena Little is the Former Deputy Area Director, U.S. Small Business Administration, Office of Government Contracting, Area V.  In that capacity, she managed a team of small business advocates to ensure small business program compliance for federal buying activities in the eleven states encompassing SBA’s Regions 6 and 8 (TX, NM, AR, LA, OK, ND, SD, MT, CO, WY, and UT).

Ms. Little has over 27 years of federal service in the federal  acquisition career field. She is a graduate of the Air Force’s premier COPPPER CAP internship program and later managed that program for over three years. She has a Masters in Human Relations, Bachelor of Science in Business Administration, and Associates of Science in Office Administration. She is a member of the National Contract Management Association (NCMA)-Alamo Chapter where she is the President of the local chapter.  Her professional certifications include a FAC-C Professional in Contracting, and Certified Federal Contracts Manager (CFCM) with the NCMA. She will officially retire from the SBA in December 2025.

Crystal Royal

Crystal Royal has had a heart for Small Business and Community her entire professional career.
Beginning her career in a male dominated industry, Oil and Gas and Construction, she continues
to use her talent for process improvement and organizational development to change the
narrative regarding Supplier Diversity and Small, Local, Diverse Businesses.
As the owner of a small consulting firm, Royal Entertainment and Royal Consulting Firm and a
9-year H-E-B Partner, she continues to utilize her expertise from working with small business
owners and artist, to fuel her passion in her current role as Supplier Diversity Manager at H-E-B.
Understanding that Small, Local, Diverse Businesses are the foundation of a strong Texas
economy, she intentionally seeks innovative avenues to increase visibility for these companies,
while also educating Small, Local, Diverse Business Owners on how to be successful in doing
business with large corporations.
She is truly a Champion for Small Business.

Megan Jaramillo is the Founder & CEO of Medcentrek LLC, an SBA 8(a) and Woman-Owned
Small Business delivering healthcare, scientific, administrative, and logistics staffing nationwide.
Megan spent 10 years growing 8(a) companies before starting Medcentrek and has a total 17
years of federal contracting experience. She has led teams to win and manage major programs
with the VA and DHA, ensuring mission-ready performance and smooth contract transitions.
Megan is passionate about building strong partnerships and helping businesses successfully
navigate the federal marketplace. Furthermore, Megan has built Medcentrek on the principle
